Duncan was pretty good in Chicago at getting the unions to accept things they usually don't (charter schools, teacher accountability standards) without pissing them off too much (in part because the good teachers got raises). He tried a lot of innovative things and, while the system here has a long way to go, the improvement in test scores speaks for itself.
