It appears the shuttle runs from Hoboken, stops at Secaucus, then continues to the Meadowlands.
So, coming from Penn Station to Secaucus via NJT, you're right - you'd have to transfer.
If he went to Hoboken via the Path, though, there would be no need to transfer at Secaucus.
