But the RFA Rules don't work that way.

In order to sign a RFA, the signing team has to already have their original draft pick OR HIGHER. In other words, Seattle can't sign a RFA with a 2nd round tender unless they have their own 2nd rounder or better.

The Chargers, however, can sign a RFA with a 2nd round tender using Seattle's pick.
