Congress is going to have to prove Holder didn't cooperate and they had to subpoena papers. Once they did it changed the game from gathering information to overreaching Congressional power. If Holder was trying to negotiate in good faith the turning over of documents a case can be made for Congressional over reach. If Holder was simply stalling to cover up something that’s another story. We don’t know yet.
