That was purely political though. Exempting police and firefighters was shady politics designed to deflect public concerns over the law and possibly drive a wedge between unions.
I was very much in favor of limiting union rights, but it should've been done across the board, and let's not pretend the vast majority of people supporting the issue wouldn't be against treating other government worker's unions (police/fire) the same way, if it weren't a political powder keg.
