Sure it is. In that situation Archie was holding all the cards and Parcells refused to play ball. No harm, no foul unless you would have liked to see Peyton spend his career with the Jets in which case Parcells blew one of the greatest NFL opportunities of all time.
Whether or not you feel that Archie should have had that kind of power to begin with might make for an interesting conversation but in the end it is neither here nor there. He DID have that kind of power and rest is history.
