Not. Large fires result from conditions suitable to large fires. What starts it is almost inconsequential--lightening, cigarette, sparks ffrom train wheels, etc. But I'll grant your point that cigarette butts surely don't help. There are prolly more cigarette butts flicked in China than anywhere. But few fires, prolly cuz the landscape has already been foraged of potential fuel.
