Flat Universal (all pay) Consuption Tax for Individuals, with Exceptions Only for Vitals (Food, Medicine and the like).
Flat Universal (all pay) Business Tax Rate for All Business, No Exceptions.
And Subsidy for a business/industry must be voted on by itself, as it's own legislation with no addons or riders, in an up/down vote.
That system will work.
