They did, they drafted Hill, and signed Schilens, and figured with Holmes, they could incur growing pains with a rookie with a lot of talent and a vet with still upside, young enough, and who does have ability as insurance.
With Holmes out, that obviously hinders that plan, but to suggest they didn't address it would be false.
