When an employee fails at their job do not fire them. Instead reassign the employee within the same department. That will make the organization more attractive to outside candidates because they will know that the previous person will be in the building and partially responsible for your success or failure. It's also attractive to outside candidates to know that mediocrity is tolerated and rewarded with job security.
