Maybe Flacco and Trent Dilfer can be inducted in a two for one package. I mean Flacco wins it all this year, he will have brought as many Super Bowls to Baltimore as Dilfer did.
You gotta win at least two Super Bowls to get HOF consideration if you are not truly elite with or without Super Bowl wins like Eli and Roethlisberger.
