Seriously, it's a very Amercian thing to do. We don't give a ****. DSK never said sorry, and continues to live his crappy life.
I think it has to do with showing remorse. We will very readily forgive someone and hope for a grand redemption story, as long as they promise to feel really bad about their transgressions. Maybe because we don't like to be fooled, so if the perpetrator feels bad about fooling us then all is forgiven. The public apology is an absolute must for someone seeking redemption. It is rather silly.
