Part of being a good manager is recognizing your limitations, and pushing those who are able to succeed forward.
He can veto things like "Should we trade for Tebow?". "No, we shouldn't. I'm the GM and I say no."
When it comes to personnel decisions he can defer to those scouts/coaches/players who can identify strong qualities (not "he's my pal, let's draft him").
We always complain about what we don't have. "He's not a personnel guy." He was never a GM before. I'm skeptical as well, but more because of the organization than this specific hire. Give him some time, the guy hasn't made a decision yet, and he's being crucified.
