Another strategy you did not mention is trading players for picks that you package for more premium picks. So in essence 13 picks goes to 8 picks of higher percentage successful starter caliber.
In essence not trading down, but repositioning higher in the draft with a full arsenal of picks ... Not a surplus of picks.
