What that memo stated was teams could not tape from the sidelines, and the only place allowed for taping was the press box or high above each end zone.

By the way...that 2006 year...that culminated with the Pats playing the Colts in the playoffs. The Pats had a 17-0 halftime lead. Colts came back to win. When Dungy was asked what were the Colts halftime adjustments. He said he changed the team's signals. And he didn't have a pleasant look on his face when mentioning this.
