Revis's upfront SB/OB money was amortized over the life of the contract - 7 years (which is amortized over 6 years, as per CBA rules, I believe) - which was $18m in total. But, he has the ability to void the deal. So, that money that was allocated to 2014, 2015 and 16' - which amounts to $3m/yr has to go somewhere. That "somewhere" is acclerated into the 2014 cap if/when he leaves.
This is another of Tanny's somewhat short sighted deals. This band aid deal was structured to be re-worked this off season. But, because of the impending cap hit and the inability of the Jets to franchise Revis, it gives the Jets no leverage at all. Even with his injury - Revis can pretty much dictate the negotiations. He can demand $15m/yr from the Jets or have unfettered access to FA. That's a pretty good situation to be in, even after coming off an injury.
