Oakland I would of said for sure if they didn't heavily invest in Palmer.
I can't see Miami offering that many picks, they seem fairly conservative with their new HC and Ireland isn't that smart.

Washington pretty much did that to pick two. You don't think they offered the same for Luck? Not a real mystery they where desperate to get a QB in that draft. Philly maybe as well. Miami wasn't in that bidding they where too busy kicking all the vets off the team.
