2012 Media Relations Policy

13. SEASON-ENDING NEWS CONFERENCE/OPEN LOCKER ROOM

Every team is required to 1) open its locker room for player interviews the day after the season ends and 2) hold a news conference during the week following the end of its season with its head coach, and/or owner, and/or club president, and/or general manager. The purpose is to respond to fan interest in the conclusion of the team’s season.

So it can be the HC or GM or President or owner. And it is not some CBA rule. It is just an nfl policy. No big deal.

Arcenaux played in the CFL. Fast guy, was a decent producer but I don't think he is a really good prospect.

That'd be my guess-Cohen and/or Bradway for these type of moves. Ari Nissim has been the contract / cap guy for the past 5-6 yrs.
