His performance at the PC was probably the result of being read the riot act by Woody, and the realization that not only is he on a short leash, he better be spouting the party line that Woody wants to hear.

I think Rex can be very good, but he needs to clean up some things.

Rex is an expert (defense) who wanted to make the jump to a management type position and hasn’t pulled through. I honestly think from an HR point of view, he’s not management material.
