It's because Woody has absolutely no instinct or feel on how to be an NFL owner. He absolutely wants to get this GM hire right, no doubt, but at the same time he probably doesn't want to take a chance on someone unproven. The best candidates out there are those type of guys though...which is why it makes sense Angelo is high on the list (he's been a GM before).

The Bears fans hate Angelo. To me, his track record suggest that he wasn't as bad as they painted him out to be. The team was competitive and winning and many of the players he drafted, traded for or signed are some of the greatest Bears of all time at their respective positions. Jay Cutler, Matt Forter, Julius Peppers, Devin Hester, Lance Briggs and Charles Tillman. Having those guys on your resume is not exactly a bad thing.
