Not only did he lie and cheat his way to record breaking performances, but he threatened to sue and ruin the reputation of anyone who tried to blow the whistle against him. I think it has to do with showing remorse. We will very readily forgive someone and hope for a grand redemption story, as long as they promise to feel really bad about their transgressions. Maybe because we don't like to be fooled, so if the perpetrator feels bad about fooling us then all is forgiven. The public apology is an absolute must for someone seeking redemption. It is rather silly.
