I don't know what you are talking about. You sound like an insulated teen that still lives with his parents. Poor police work? Nobody comes forward in those areas. NO ONE. What are the police supposed to do? Arrest people for firing guns? You have to catch them in the act, or, act on a tip and arrest the suspect, hoping that you can find a gun, and then send it for forensic testing to see if it was fired. No chance of that happening if it wasn't used to directly harm someone.

Martial law is designed to keep the use of force with the authorities, not to punish innocents. It would be a different story for you if your relatives lived in the lockdown area.
