Actually, that is pretty shocking. 1 in 3 is a horrifyingly high number.

One in three is a eyebrow-raising number, but I'd like to know more about what "discrepancy" means.

My drivers license has a different (older) address on it than my voter registration does. Is that a descrepancy?

Or does Mickey Mouse have two different SSNs?
