I know the topic of this thread is very implausible, but as someone who has worked in the military's command responsible for nuclear weapons and strategy, I can say that it is impossible to keep governments secrets for anything longer than 10 years.

The primary hardened underground facility for essential personnel immediately outside of D.C., Mount Weather, was compromised almost immediately upon its construction, others in Pennsylvania, etc were also. All the goverment's hardened communication and shelter networks are well known or their information is easily obtainable by the public.

The best facility to ensure any continuity of goverment (surviving successsors to the President) is to get airborne and away from any attack or national emergency scenario. The Air Force E-4 NAOC (ex-NEACP), a converted 747 designed to withstand the blast effects and EMP pulse of a nuclear detonation, or even Air Force One can do the job. Before the Soviets began deploying their submarines off the US coast in the 1980's, an E-4 was always based at Andrews.

Afterwards, it was decided that a submarine launched missile would land before the President escaped DC, so, he would try to ride out the attack at the White House where he would probably not survive the initial attack. The E-4's were then based in the heartland of the country to give them maximum opportunity to get off the ground and escape their base areas before the warheads arrived. NAOC would then fly to the nearest surviving successor identified immediately before the warheads start landing and all communications would collapse. The Air Force Strategic Command Aerial Command Post would launch the Air Force attack and the Navy's TACAMO aircraft would communicate orders to the Navy's ballistic missile carrying submarines.

I happened to notice that nowhere in there is a contingency rescue plan for wordy Floridian dooby-inhaling psuedo-rappers in Dolphins Jerseys.

Is this by design or an strategic oversight?
