Kansas City vs St. Louis?

This is almost as much a geography question as it's one about baseball. We all know KC is written off annually b/c it's a small market team but St. Louis is a perenial contender.

My question is this: Are the fortunes of the two franchises merely due to market size or is it really a case of mis-management? I know the Cardinals have a rich history but KC had a good stretch in the late 70s and early 80s if I recall correctly. The population of the two metro areas are both 2-3 million. So is St. Louis a thriving metropolis with lots of corporations HQed there compared to KC or does KC just have a bunch of nitwits running the organization?
