Passing Percentage?

When two football teams play, can one of the quarterbacks have a higher passing percentage in each half while having a lower passing percentage for the entire game?

Only in theory; the "game %" is all that counts in the books.

First Half
QB-A -1 for 10 = 10% completion percentage
QB-2 - 0 for 0 = 0% completion percentage

QB-A has a higher percentage in the 1st Half

Second Half
QB-A - 9 for 10 = 90% completion percentage
QB-B - 8 for 10 = 80% completion percentage

QB-A has a higher percentage in the 2nd Half

Game
QB-A - 10 for 20 = 50% completion percentage
QB-B - 8 for 10 = 80% completion percentage

QB-B has a higher percentage for the game.
