Democracy is the most delicate form of government in the world. It requires economy, education, opportunity and responsible citizens to have even a chance of success. It lives under the protective shadow of these things, it doesn't create these things.
You can't just establish a democracy in a 3rd world s--thold and expect things to be just fine, because of the form of government.
Changing the form of government in a corrupt country is akin to changing the paint on a condemned house. It might look nicer from the outside but all the festering structural problems are still there.
