No, it's a deliberate conjuring up of an image that should be forgotten
Just so you know, the image is from a WWI recruitment poster (I forget if it was targeted at an American or British audience) and is meant to depict the savagery of the "huns" after the brutal invasion of Belgium. It was meant to suggest savagery, and the rendition is meant to evoke an animalistic ape rather than an "African savage". That being said, I think the Vogue cover absolutely is meant to evoke King Kong imagery and was in bad taste.
