    on the contrary, with the rookie salary cap you can trade up to secure a top prospect you covet without it handcuffing your franchise for next 4 years

    That is good if you are a team that can draw FAs. Cleveland is not one of them. The rookie cap makes it so teams like Cleveland can build in the 1st now without capping themselves out. Cleveland has handcuffed themselves by drafting TEs, C, and WRs in the past. The whole reason for the rookie cap was so teams like Cleveland dont feel like they have to take a QB because financially it is the only pick that make sense. It is easier to recover from a bad WR or RB then it is a QB. If you draft a QB top 5 your still stuck with that QB for 4 years. Not having the money to go out and find other pieces is crippling for theses teams. Now they can get it wrong and still improve. They dont need to draft a QB because they feel obligated too anymore. Mike Holmgren has never drafted a QB high and I dont think he will start now.
