The more Negroes who register as Democrats in the South, the sooner the Negrophobe whites will quit the Democrats and become Republicans. That's where the votes are. Without that prodding from the blacks, the whites will backslide into their old comfortable arrangement with the local Democrats.
Republicans in the Nixon era specifically marketed themselves to racists, courting votes from "Negrophobe whites" as the way to win the White House.
The party has long since moved on from that position, but its effects are harder to move on from. A generation of minority voters grew up knowing- because the Republican party came out and said so - that Republicans were not concerned with their interests.
There's no policy or platform, however well thought through, that can quickly overcome that. It will take generations of conspicuous non-racism to move that needle - which is why the left charges republicans with racism almost reflexively; first, because it was true (which makes it hard to trust claims that it no longer is), and second, because even if the Republican party has moved on from that shameful strategy, it's better for the Democrats if minority voters continue to associate Republicans with racism.
Our justice system no longer works for those without cash and when people see that the system doesn't provide basic justice and they see it coming from Republicans they reflexively see them as the enemy. Years of the cry Law and order has been felt very harshly in the minority communities across the country.
I feel like what you're talking about is a stretch...
Human beings have free will and in this country you do not need to commit crime to survive and if there is one thing our gov't has shown it is that you can get assistance. There is no excuse for crime. Minorities, or anyone else for that matter, are not forced into a life of crime, they choose it.
I go agree that we need to revisit our penal codes. Especially those concerning non-violent crime and first time offenders.

I'm not saying he can't pass a test at an Ivy League school, he's capable
of reading something and repeating it. He can learn the tax system and figure out how to get around it. He's capable of making money with the money he inherited.
He just has no common sense. When he's not prepped for something, he'll say things that are inappropriate. He can't communicate and is a social dufus.
He's a cross between Ted Baxter and Milburn Drysdale.

Jury trials are rare b.c a lot of criminals plead out. Do you want lawyers to work for free? We give them a public defender. And there is a such thing as jury selection that defense attorneys participate in.
Law and order is a good thing. The reason why there are high percentages of minorities that are incarcerated is not b.c of Republicans. But that is the excuse Dems have sold to minorities.
