Scalia is a conservative and a federalist but when it came down to California's medical marijuana laws he ruled the weed grown in California and sold in California were subject to interstate commerce.

That was in deference to stare decisis. Would have to dig up the case law for the particulars, but years ago the SCOTUS ruled that wheat (or some other crop) grown in state an to be used in state affected the interstate supply/demand curve, therefore, it was subject to the interstate commerce clause.
