    using the word government to mean alot of things - JMO ill believe municipal and state gov't more than i would federal gov't -

    You're right, he does. But there is a difference between trusting "Upper Leadership" vs. trusting "The Great Bureaucracy".

    Leadership, by it's very purpose, may have to or choose to mislead those it leads in order to reach a greater (or lesser, depending on your view) goal. Misinformation and propaganda has long been a valuable tool of Leadership, across nations and parties and peoples.

    The Bureaucracy, on the other hand, is a great massive "Thing" that simply does what it is supposed it do, fulfills it's purpose, as it were, regardless of many other things (including logic sometimes). It is single minded and apolitical, at least most times.

    That isn't to say the Bureaucracy isn't susceptible to the whims of Leadership, or Politics in general, or even self-preservation (especially self-preservation at times). But I just don;t see that in this case, considering their previous efforts.
